This experiment is the part of Hermes that drafts publishing notes. Given the compiled catalogue and the recent changelog, an agent proposes a short publishing note: what was added, what trail it joins, and why it is worth surfacing now. The draft is written, stored, and then waits.

Nothing the agent drafts is published without review. The rule is the same one that governs the rest of the agent layer: agents propose, files persist, humans confirm where it matters. Drafting is cheap; the publishing is the expensive, consequential step.
